THE UNIVERSITY OF NORTH CAROLINA AT ASHEVILLE FACULTY SENATE Senate Document Number 0596F Date of Senate Approval 11/07/96 Statement of Faculty Senate Action: FWDC 2: Council on Teacher Education committee structure change Effective Date: Fall, 1996 Delete: All of Section 10. 4. 8, page 143 of the Faculty Handbook Add: 10.4.8 Council on Teacher Education Purpose Serves as the advisory body to the Department of Education and supports and assists in articulation of that department's mission, policies and procedures to the greater campus and pertinent communities. Membership Appointed by the VCAA, based upon recommendations from the Department and agreement from those recommended: six faculty representing different academic divisions of the institution, four LEA administrators, two Department of Education students, the UNCA Director of Admissions, and four ex-officio Department of Education faculty. Terms are for two years and may be repeated. Recommendations to -- Chair, Department of Education. Rationale: The proposed change is one which more accurately responds to the charge from accrediting agencies, with the Department of Public Instruction indicating: The organizational structure includes a standing teacher education committee or council representative of those who have a major role in teacher education. It is recommended that such a body include the students and public school personnel. The teacher education council or committee has its authority and responsibilities clearly defined. The endorsement and improvement of programs leading to [licensure] at all levels are among primary responsibilities. It also conforms to the advisory body governance structure by which the department has been expected to operate. That is, the Council would serve as the umbrella advisory body; and its membership would be equally distributed for participation on the advisory groups for the Model Clinical Teacher Education Program (MCTEP), School Services Program, and Teaching Fellows Program -- all of which are under the auspices of the Department. In addition, the proposal represents realism. First, LEA superintendents cannot be assumed as automatic members. In fact, when any involvement has been accorded, the practice has been to send a mid-level management representative. Second, collaboration of the Department extends beyond the Asheville City and Buncombe County LEA Systems. Thus, the change would allow for a more inclusive as well as dedicated membership.
