Delete: In Catalog 1995-96, page 109, all of the introductory paragraph, which begins "The Teacher Education Program at UNCA . . ." and ends ". . . approved by the National Council for Accreditation of Teacher Education." Add: In place of the deleted paragraph, the following: The UNCA Teacher Education Program, approved by the National Council for Accreditation of Teacher Education (NCATE) and the NC Department of Public Instruction (DPI), requires completion of a disciplinary major and offers professional education courses necessary to qualify for North Carolina Class A Teaching Licensure in areas as described below. *Education courses at a level below 340 are open as electives to any UNCA student. Add: In place of the deleted section, the following: Teacher Education Formal Admission and Continuing Requirements *All students interested in teacher licensure must meet with the appropriate advisor in the Department of Education upon first interest and at least once per semester thereafter. Failure to do so will result in nonadmission or discontinuation, as appropriate. In addition, students must: I. have completed or show evidence of being in the final stage of completing UNCA requirements necessary to classification as a junior; II. exhibit a 2.5 cumulative grade point average on all UNCA course work; III. have achieved a grade of "C" or higher in EDUC 310; IV. have received acceptable scores as established by NC DPI on the PRAXIS I: Academic Skills Assessment/Pre-Professional Skills Test (PPST). (See the Chair or appropriate advisor in the Department for more information.); and V. Have a departmental portfolio which accords an evaluation of average or higher on each of the abilities/characteristics listed on the Departmentūs Requirements for Licensure contract. D. Add: In Catalog 1995-96, page 109, immediately before the section entitled Certification Requirements, the following: Student Teaching All students seeking licensure are to complete a student teaching experience. (Equivalency exceptions may be granted by only the Department's Teacher Education Committee). Admission to the experience is contingent upon fulfillment of II-V, as noted above, in addition to successful performance in methods courses). E. Delete: In Catalog 1995-96, page 109, the entire entry entitled Certification Requirements Add: In place of the deleted entry, the following: Recommendation for Class A Licensure Requirements To receive this recommendation, all students must have fulfilled: (1) the UNCA Department of Education advisor/advisee contact as stipulated on page 109, (2) requirements of the major department at the level of average or higher, (3) requirements associated with student teaching or the equivalent as determined by the Department (See also V above), (4) received acceptable scores on the NTE Professional Knowledge and PRAXIS Specialty Area Tests. Impact/Rationale: The foregoing changes are based upon the need for clarification, conformance to new NC DPI required terminology, corrections relative to extant policies and practices, and quality control and attention to student interests/needs: a) Only students who have received formal admission to the Department can take methods, student teaching, and research courses; and formal admission--by DPI rules--mandates completion of no more than 50% of education courses pertinent to given levels of licensure (e.g., for 9-12 science students, that would be approximately 11 hours). b) The new terminology from DPI is "licensure", not "certification." c) Admission to the program of the Department has always required at least junior-level status and completion of the General Education portion of qualifying examinations. Most exceptions have been promoted because of some need expressed through the Teaching Fellows Program. (Please see later "Rationale" re EDUC 310). d) Early and continuous advisement -- even to "advising out"-- has always been a mandate of the profession and corollary accrediting agencies. Changes to Catalog 1995-96, page 110 A. Delete: In Catalog 1995-96, page 110, the entire entry entitled Teacher Education Programs Available. Add: In place of the deleted entry, the following: Programs for First Area of Licensure Students fulfilling UNCA-appropriate disciplinary major, general education, and other Department of Education requirements may receive recommendation for licensure in: (a) Elementary Education (K-6); (b) Middle School (6-9) Language Arts, Mathematics, Science, Social Studies; (c) Secondary Education (9- 12) Biology, Chemistry, Economics, English, History, Latin, Mathematics, Physics, Science, Social Studies; and (d) K-12 Art, K-12 Reading, K-12 Theatre Arts, and K-12 Foreign Language in French, German and Spanish. B. Delete: In Catalog 1995-96, page 110, the entire entry entitled Second Area of Certification/Endorsement. Add: In place of the deleted entry, the following: Programs for Licensure Second Area/Endorsement At UNCA, all 6-9 and 9-12 students must complete a specific disciplinary major, which is the core for the first licensure area. Those desiring to teach at the K-6 level must also complete a major, but the major may be in any department. *In addition, it is required for middle school candidates and recommended for others that a second area/endorsement be secured. At UNCA, second areas of licensure or endorsements usually require a minor. The second area allows the candidate to teach full time in that area as well as the first; the endorsement requires students to meet state and national standards in the subject area and teach up to 50 percent of the school day in the endorsed area. (See appropriate faculty in the Department of Education for details). Delete: In Catalog 1995-96, page 110, the entire entry entitled Students who Hold Baccalaureate Degrees. Add: In place of the deleted entry, the following: Licensure for Post-Baccalaureate Students The Department offers opportunities for individuals holding bachelor or above degrees and desiring: (a) first area NC Class A Licensure, (b) licensure in another area, and/or, (c) renewal credits. These individuals: (a) must comply with the advisor/advisee requirement indicated on page 109, and (b), for licensure recommendation, exhibit the same or equivalent credentials as all other UNCA students seeking licensure in the same area. Delete: In Catalog 1995-96, page 110, the entire entry entitled Forms. Add: In place of the deleted entry, the following: Required Document Completion All students must sign and date: *(a) the UNCA Department of Education Advisement Form following each meeting with the appropriate advisor, as stipulated on page 109; (b) in consultation with the advisor during enrollment in EDUC 310 or as appropriate, the Request for Contingent Admission to the UNCA Teacher Licensure Program; (c) with the appropriate advisor--following completion of EDUC 310, following satisfactory performance on PRAXIS I or the equivalent, and after fulfillment of requirements previously outlined on page 109--the contract entitled "Request for Formal Admission to the UNCA Teacher Licensure Program"; (d) the "Application to Student Teach," submitted to the Coordinator of Field Placements no later than the third week of the semester prior to the desired semester of placement; and (e) the final evaluation form, "Exit Criteria", which is to be submitted to the university supervisor. In addition, the student must assure that all appropriate request-for- certification forms are submitted to the Chair of the Department (See appropriate advisors for details), Impact/Rationale: Please also see that offered for Page 109. In addition, note the following. a) As stipulated by DPI during the early-to-mid-1980's, UNCA mandated a second area for middle school "certification" students. But, that was changed to "recommended" on the advice of a DPI as well as a then GA official. Yet, in our October 1995 review, we were informed of a 1993 change and censured because of lack of "required," though many of our students have taken second areas. Interestingly, all of our licensed middle school teachers, including those who have not taken a second area, have received accolade from their employing school districts. Given the censure, however, there seems to be need for a change in requirement, despite the fact that this change could have the impact of reducing number of middle school enrollees. b) It has always been the policy that all UNCA recommendees for certification (licensure) exhibit the same qualifying criteria. c) Currently, the qualifying examinations are those of the PRAXIS SERIES, not the NTE. d) Changes relative to specific licensure programs are related to aforementioned rationales as well as those later mentioned regarding the research courses. Changes to Catalog 1995-96, page 110 and continued on page 111 Delete: In Catalog 1995-96, page 110, the entire entry entitled National Teachers' Examination or PRAXIS Add: In place of the deleted entry, the following: Mandated Qualifying Examinations Currently, the North Carolina Department of Public Instruction mandates that all students (a) pass PRAXIS I: Pre- Professional Skills Tests before being granted formal admission into a teacher licensure program and, (b) PRAXIS II: NTE Programs Core Battery Professional Knowledge and PRAXIS II: Subject Assessments and NTE Programs Specialty Area Tests before recommendation for licensure from that program. At UNCA, it is the practice that post-baccalaureates fulfill the requirement of PRAXIS I during matriculation in EDUC 310 or the first course of enrollment, and that undergraduates do so following evidence of successful performance in EDUC 310. Normally, all students take PRAXIS II during the student teaching semester. A. Delete: In Catalog 1995-96, on page 117, the entire entry for 398 Research Methods in Mathematics and Science Education, 6-12 (1). Delete: In Catalog 1996-96, on page 117, the entry which begins "Description of Professional Semester . . ." and ends "Open only to certification students. (Grading: S/U)" Add: In place of the deleted entry, the following: The Professional Semester The Professional Semester is designed as the culminating experience of the licensure program. It consists of EDUC 455, 490, and 496. Delete: In Catalog 1995-96, on page 117, the entire entry for 455 Student Teaching and Seminar, K-12 (6). Add: In place of the deleted entry, the following: 455 Student Teaching and Seminar (6) Central to the Professional Semester, this course emphasizes full-time involvement of students in a cooperating elementary, middle, and/or secondary school as appropriate to area/level of licensure desire. This involvement requires reporting to the schools on opening day and includes observing, assisting the cooperating teacher, and eventual full-time assumption of teaching duties which are gradually phased out near the end of the UNCA semester. The Seminar meets once per week for two hours. Prerequisites: EDUC 396 and admission to the student teaching semester. Course offered every semester. Changes to Catalog 1995-96, page 118 Delete: In Catalog 1995-96, page 118, the entire entry for 496 Directed Research in Education, K-12 (2). Add: In place of the deleted entry, the following: 496 Directed Research in Education, K-12 (2) During student teaching involvement, licensure-seekers implement the design constructed in EDUC 396, but the final chapters of the required paper may be written only during the latter part of the phase-out period. The required forum presentation is given during the UNCA examination week. Prerequisite: EDUC 396 and admission to student teaching semester. Course offered every semester. Delete: In Catalog 1995-96, page 118, the entire entry for 498 Directed Research in Mathematics and Science Education, 6-12 (2). Rationale/Impact: The changes relative to 396, 398, 455, 496, 498, and the Professional Semester are intended to better describe content/expectations/procedures. Within that context, especial note must be given to: (a) accuracy relative to the Professional Semester: EDUC 455; and (b) elimination of EDUC 398/498. This elimination reflects the fact that there is no need to differentiate relative to subject areas or student desire/need to utilize qualitative or quantitative designs. That has, successfully, been a matter of internal control; and it has allowed for appropriate student-teacher ratio.
