Statement of Faculty Senate Action:

       APC Document # 27 : Minimum UNCA Hours for a Minor

Effective Date:  Fall 1996 (96-97 Catalog)

Add the following sentence on page 34 at the end of the listing
for the paragraph titled GRADUATION.

     "11. Minors, though optional, are only awarded at the
completion of degree requirements.  required hours for a minor
vary by department from 17 to 24 hours of which 50 percent must
be completed at UNCA".

Impact Statement:  This requirement will not require additional
resources.  Departments will be required to review their minor
requirements during the 95-96 academic year and submit
appropriate changes to reflect this policy.

Rationale: The current catalog does not prohibit a UNCA student
from fulfilling all requirements for a minor through transfer
credit.  For the university to certify a minor, it should require
a minimum of 50 percent of the required course work be completed
at UNCA.  Also minors are awarded at the time that a major
degree's requirements are fulfilled.  The ex-post-facto awarding
of a minor is not appropriate.

Note: As specified in the impact statement, approval will require
administrative changes to catalog minor listings.  Each listing
will contain a statement specifying the minimum requirement.
