Ramsey, L. Russell I. Call to Order The 1990-91 Faculty Senate met on Thursday, February 14, 1991, in NCB-005. Lisa Friedenberg, Chair, called the meeting to order at 3:34 pm. Minutes The January 17, 1991 Senate minutes were approved as written. Executive Summary In an effort to save paper, the Senate will continue to send faculty members a shorter version of the minutes. Complete minutes are available from Senators and from the UNCAVX Senate file (SERVICE: UNCAVX, USERNAME: SENATEDOC, PASSWORD: MINUTES). II. Administrative Report Dr. Larry Wilson (VCAA) gave the Administrative Report. 1991-92 Academic Calendar Dr. Wilson distributed the 1991-92 Academic Calendar, discussed briefly a year ago, for first reading. The important point is that grades for Fall semester are due on Monday, December 23rd; the complicating factor is that the University typically closes on the 23rd. Dr. Garrett said that the Registrar's office will be open December 23rd and will get grades out by December 31, 1991. Enrollment Comparing current applications to applications last year at this time, the number of new Freshman applications for Fall 1991 has increased 8% and Transfer applications have increased 38%. Dr. Wilson stated that in the Transfer category, a sizeable amount of the percentage increase is due to students who are coming through the new Community College Transfer program. These are primarily from A-B Tech, Haywood Tech, and Blue Ridge Tech. Quality measures for both Freshman and Transfers have increased. SAT scores of accepted students is 1,038 compared to 1,006 last year. 73% of accepted students are in the top-fifth of their class compared to 68-69% last year. UNCA was budgeted for 2,500 FTE this year, and ended up with 2,520 FTE. Open House for Teaching Fellows Several Saturdays ago UNCA had our fourth annual Teaching Fellows Open House. Six hundred semi-finalists in the Teaching Fellows competition were invited to come to UNCA to prepare for the last stages of the competition. Sixty-seven students arrived for the day. Twenty-seven students made UNCA their first choice compared to 18 last year. Eighty-six students listed UNCA as first, second, or third choice compared to 52 last year. Dr. Wilson anticipates UNCA will have 20-25 Teaching Fellows next Fall. Undergraduate Fellows & Scholars Competition March 2 is the interview day for the Undergraduate Fellows & Scholars competition. UNCA received 155 applications and 72 applicants have been invited to campus. Edgewood Sidewalk Students are seeking signatures for a petition to have a sidewalk from Merrimon Ave. to UNCA. Budget Dr. Wilson did not have any new information concerning the budget situation. There is a possibility that 2-3% will be dropped from next year's budget. Questions Dr. Sabo asked if the administration had a policy concerning students with Incompletes who had been called into active duty in the Middle East or if the Senate should write a policy concerning this issue. Dr. Wilson stated that UNCA will continue with the policy used last Fall. Any student who is called to active duty has two options: 1) if they wish to withdraw, even after the deadline, they can withdraw without penalty; or, 2) if they wish to seek an Incomplete, they should work with the instructor to see if it is possible to complete the course. The administration will approve this regardless of the time-table. Financial refunds may be extended beyond the usual deadline dates on a case by case basis. III. Executive Committee Report Dr. Friedenberg reported for the Executive Committee. Parking Dr. Friedenberg requested feedback from the SGA concerning the survey on parking conducted last Fall. This data has not been analyzed. Student Government Report Parking violation tickets are on the increase. On February 12th twelve students attended a successful Leadership Seminar at the University of South Carolina. The January blood drive met its goal. Additional forums concerning the Persian Gulf may be scheduled. These will be in a brown bag format. Project Greenfest will be held this Spring to plant trees and shrubs. The SGA is considering a resolution in support of a state lottery. IV. Academic Policies Committee Report Dr. Coyne gave the Academic Policies Committee Report. Catalog Deadline Dr. Coyne stated that the Senate may need an additional Senate meeting next month in order to review all the APC documents before the catalog deadline. Documents Presented for First Reading The following documents were presented for first reading: APC #20: Catalog changes in Philosophy APC #21: Undergraduate Research Scholar Designation APC #22: Catalog changes in Foreign Language Requirements APC #23: Catalog changes in Atmospheric Sciences Documents for Consideration Dr. Coyne moved approval of the following APC Document: APC #17/UPC #4: Women's Studies Minor. APC #17/UPC #4 passed by a vote of 11 to 0 with two abstentions and became Senate Document #1991S. V. Institutional Development Committee Report Dr. Hantz reported for the Institutional Development Committee. Dr. Hantz stated that the UPC agreed to allow the Department of Political Science to postpone its self study until next year. The UPC agreed to urge the Departments of Education and the Humanities Program to complete their self studies this year. Document Presented for First Reading The following document was presented for first reading: IDC #5: Graduate Center Funding Reimbursement Resolution Dr. Hantz stated that after reviewing the UNCA Mission Statement, the UPC was bothered by the approaches taken to funding the Graduate Center. There is supposed to be some cost sharing with Western Carolina University that is not occurring as the contract specified. IDC #5 asks Chancellor Carroll to investigate the reimbursement issue this year. VI. Faculty Welfare and Development Committee Report Dr. Greenawalt reported for the Faculty Welfare and Development Committee. Document Presented for First Reading The following document was presented for first reading: FWDC #2: Parking Fees A copy of the parking policy with a memo will be sent to faculty and staff. VII. Old Business There was no Old Business. VIII. New Business Dr. Hantz asked if any graduating seniors had complained that their major did not appear on UNCA diplomas. Dr. Hantz has asked Dr. Garrett to find out if a policy exists concerning this issue. IX. Adjournment Dr. Friedenberg adjourned the meeting at 4:15 pm.
