Excerpt from the UNCA Mission Review Statement: One of the more successful ventures in recent years has been the development of the Asheville Graduate Center. This has provided graduate programs that are educationally strong and financially viable. Nevertheless, there is growing concern about the level of funds provided to this host campus for library holdings, academic computer instrumentation, and other things necessary to support the Center and its programs. The Center is a significant consumer of UNCA services. Nearly 20% of the total number of students served by the UNCA campus are in the Graduate Center programs. Of this number, more than 95% are enrolled in the Western Carolina University programs in Asheville. In 1981, a funding formula was established to determine reimbursement to UNCA for a portion of the support provided. The amount per FTE student enrolled has never been adjusted. Indeed, the actual funds provided to UNCA have never exceeded 50% of that 1981 formula. Despite inflation, increased costs, increases in per-student appropriations and allocations to Western Carolina University, and increases in revenue derived from tuition and fees, the dollar amount per FTE student has remained fixed for a decade. This seems neither reasonable nor equitable. A significant adjustment needs to be made if UNCA as host institution is to provide adequate support for the Center.
