THE UNIVERSITY OF NORTH CAROLINA AT ASHEVILLE FACULTY SENATE ________ Senate Document Number 4088S___ ________ Date of Senate Approval 3-31-88_ _________________________ Signature of Senate Chair _________________________ Action of Vice Chancellor: ________________________ ______________ Approval ________________________ Date ______________ ________________________ ______________ Denied ________________________ Date ______________ Reasons for denial and suggested modifications: - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Statement of Faculty Senate Action: THE UNIVERSITY OF NORTH CAROLINA AT ASHEVILLE M E M O R A N D U M March 25, 1988 To: Faculty Senate From: University Planning Council Subject: Proposed Change in the Relationship Between Physical Education and Health Promotion We recommend restructuring the credit-bearing aspects of physical education and health promotion into a new academic unit which is tentatively labeled Health and Fitness. The question as to whether this proposed new unit carries department (retaining P.E. status) or program status remains to be determined and may be finally decided by G.A. action. Page 2 We propose that this program be created for a four-year period with a thorough review of its success to occur during the Fall Semester 1991. The review wil be conducted by the VCAA in cojunction with the UPC. All options for continuation, modification or termination shall be considered in the review. Health and Fitness (HF) ______ ___ _______ ______ ___ _______ Health and Fitness (HF) The program, under the directorship (or chair if departmental status) of Dr. Cheryl McClary will function as a separate academic unit much as HP and PE do now although we expect to clarify the connections with the intercollegiate, intramural, and recreation programs. At the outset, the curriculum will consist of the current HP 120, HP 130, PE fitness development and skills activity courses, plus the new HP courses approved as part of the new minor: HP 140 Biological Bases of Human Health (Biol 140) HP 221 Biostatistics HP 300 Fieldwork in HP HP 400 Senior Seminar As the faculty is developed, it is also likely that selected courses will be introduced to satisfy the HF program and perhaps also to serve students interested in sitting for the national examination in Sports Medicine. All courses will be offered under a common labeling system and will be subject to the normal initiation and evaluation processes. Faculty _______ _______ Faculty Currently 5.75 FTE faculty positions are assigned to the department and programs to be combined into HF. The proposed new program will begin with the same number of positions. In this proposal, faculty teaching assignments will be: Fitness/activity courses - 1 in-class hour of instruction will be equivalent to 3/4 of a regular class hour - result is 16 hours equals full-time HP 120 - 6 in-class hours will equal one-half time with no one person teaching more than this. The remainder of the full-time responsibility must come in non-120 courses or equivalent activity. Some members on faculty appointment may also hold coaching responsibilities (e.g. Green, Myers, others in future). We will develop a formula which acknowledges teaching as a component of coaching but recruiting is not. Hence, part of these positions must be funded via non-faculty salary budget or swapped out by other qualified coaches not on 101 funds but who may be qualified to teach certain courses. Ed Farrell, in cooperation with Dr. McClary, will have responsibility for scheduling the Page 3 fitness/activity courses needed by HF in order to improve facility management and usage. Dr. McClary as chair/director, will have the normal responsibilities of a chair/director including: a) reporting directly to the Academic Affairs Office as do all other departmental chairs and program directors b) full budget responsibility for the academic component (as do PE and HP) c) representing the new program/department at chair/director meetings, etc. d) developing the curriculum e) primary responsibility for defining, requesting, and filling positions involving funding from the 101 budget; she shall work closely with Ed Farrell in each case to insure that total university needs are considered prior to seeking any positions (new or replacement).
