The University of North Carolina at Asheville Faculty Senate Meeting March 13, 1986 Present: A. Combs, P. Sweeney, L. Dorr, B. Larson, G. Kormanik, G. Henderson, G. Rainey, T. Uldricks, M. Ruiz, P. Betts, T. Hollingsworth, T. Shoaf, and B. Farzanegan. Excused: P. Downes, I. Grams, A. Coyne, C. Bennett, M. Moseley, and G. Miller. Vistors: R. Daughton, G. Cooper, D. Kay, S. Patch, M. Deweese, Jo Cadle, P. Nickless, T. Seitz, W. Bruce, and R. Schaufhausen. I. The meeting was called to order at 3:30 in RL1 of the Library by Dr. A. Combs. Dr. A. Coyne was sick and could not attend. II. The minutes from the last two meetings were not ready for approval. III. The Executive Committee Report was given by Dr. A. Combs. 1. All documents up to last week's meeting were approved by the Senate. It was not certain whether the docu- ment concerning faculty parking was approved or not. 2. It was stated the Master Plan is pretty much in final form and still is in Tom's office if anyone would like to get in final comments. 3. The report from the Tenure Committee will be given at the next meeting. IV. The Administrative Report was given by Dr. Dorr. A. A full load of a summer session comes out to approx. 1/9 of everyone's salary (except professors and instructors). It comes out to approx. $8,000.00 more than salary costs were last year. Instructors: $485.00 per credit hour. Assistant Professors: $517.00 per credit hour. Associate Professors: $583.00 per credit hour. Professors: $660.00 per credit hour. B. Sexual harassment: Federal law states the institution is just as responsible as the person being accused. As a result the general adm. of the univ. came out with a set of norms & definitions of what the lawyers told us to do & procedures that we should follow. The order is: The Affirmative Action Officer, the Hearings Group, the Chancellor and court. This information should be in the Faculty Handbook and the Student Handbook. It's the University's responsibility to inform everyone of their rights, right to appeal, and rights to re-course. The proposed policy on sexual harassment was handed out. Discussion followed this issue. V. The Academics Policies Committee proposals were presented by Paul Sweeney. - APC Doc. # 19 Math Dept. Proposal is primarily editorial in nature. Programs C & D were added. No substantial changes, just a change in format. P. Sweeney moved APC Doc. # 19. B. Larson seconded it. APC Doc. # 19 became SD # 34. - APC Doc. # 20 Physical Education. This introduces the general education requirement into the catalog requiring for a program of study including the Physical Self which is being listed with a prefix of HP (Health promotion). There is also a list- ing of activity courses with a new skill course added - Classical ballet. Discussion followed. Dr. Dorr noted that Dr. Buckalew's name should be deleted since he is not a member of the Physical Ed. Dept. A. Combs suggested this be an editorial change. Everyone agreed. P. Sweeney moved APC Doc. #20. T. Uldricks seconded it. APC Doc. # 20 became SD # 35. - APC Doc. # 22 Education Department Proposal. There was a title confusion on the part of students over two courses. Would like to change the title of one of the courses to: "Directed Research in Education, K-12 (3)" rather than "Research Seminar..." Delete the word Seminar. G. Henderson moved an amendment regarding this. A. Combs moved for an editorial change. Everyone agreed. APC Doc. # 22 became SD # 36. - APC Doc. # 24 Honors Courses. This proposal has to do with adding course prefixes for honors courses. This is more a matter of labeling to prevent student confusion. P. Sweeney moved APC Doc. #24. G. Henderson seconded it. APC Doc. # 24 became SD # 41. - APC Doc. # 25 Management Dept. Proposal. Is an editorial change for the course listing Management 480 to clarify what the prerequisite is for this course. P. Sweeney moved APC Doc. # 25. B. Larson seconded it. APC Doc. # 25 became SD # 37. - APC Doc. #26 Biology Dept. Addresses the changes in response to the offerings of the general education courses in Biology - a 5 hour course that is Bio. 105. Majors are premitted to take a concentration in all four areas of Biology. P. Sweeney moved APC Doc. # 26. B. Forzanegan seconded it. APC Doc. # 26 became SD # 38. - APC Doc. # 27 Psychology Dept. An addition to pre-requisite for Psych. 304 which is a research methods course. 1. Gen. Ed. Math course should be taken before the second research methods course. 2. Change level of Psycho 309 to 409. Course is mainly taught to seniors. 3. Adds Psych. 304 prerequisite to 409. P. Sweeney moved APC Doc. #27. G. Kormanik seconded it. APC Doc. # 27 became SD #39. - APC Doc. # 28 Political Science Proposal. Basically a revamp- ing of catalog offerings as the copy will appear in the catalog. Would like to add 3 courses - of which two are an issue. Adding Pol. Sci. 330 - Individual Rights and Civil Liberties; Pol. Sci. 332 - Legal Research and Pol Sci. 334 - Intro. to Law and the Legal Profession. Issue: 330 - Ind. Rights & Civil Liberties. Option B is targeted toward developing a coherent course for students who may be interested in preparing for paralegal or legal assistant types of careers (a concentration). Four fundamental issues: 1. Should UNC-A offer a career oriented law program? 2. Should the law program be housed in a single dept? (or sprend out among several departments?). 3. If it should be housed in a single dept. should it be the Pol. Sci. Dept? 4. If it should be in the Pol. Sci. Dept. should Pol. Sci. list such a multiplicity of programs in the catalog? Is the form of the catalog appropriate? Should it be listed as a program at all? The following editiorial changes were made that did not get into the final copy. Program C end of 1st paragraph - Option B Legal Assist. Prog. - change to "Preparation for careers as legal assistants." Under course descriptions starting with 330 add (3) hrs.; 328 should be 332 and add (3) hrs.; 334 add (3) hrs.; 358 add (3) hrs.; and 420 also add (3) hrs. Many questions were asked and much discussion followed. Concern was expressed regarding hiring adjuncts. G. Cooper spoke for I. Grams at her request since she could not be present stating she would vote against this document. T. Uldricks voiced his opinion against this document also because in his opinion the Pol. Sci. Dept. is trying to start a new program under the guise of options. The two courses in dispute were 332 & 334. P. Sweeney moved to limit the debate to 10 min. The motion did not pass. Much discussion followed. A question was asked if certification was required for legal assistants. B. Farzanegan said not at this time but the state is leaning in that direction. P. Sweeney moved APC Doc. # 28. B. Henderson seconded it. T. Uldricks opposed it along with a statement from I. Grams that she was also opposed. APC Doc. # 28 became SD # 40. VI. Institutional Development Committe report was given. 1. The Master Plan was previously discussed. 2. The Planning Committee met Feb. 27 and discussed four planning concepts. a. quality growth c. student envolvement b. liberal arts focus d. distinguished areas of excellence The budget for this will be covered at spring break. VII. The Faculty Welfare and Development Committee will give their report at the next meeting. VIII. No old business. IX. No new business. X. Adjourned at 5:15.
