Faculty Senate Minutes March 6, l986 I. Dr. Coyne called to order the special call meeting of the Faculty Senate on 3/6/86 at 3:30 in RL1. This meeting was called to take up a series of proposals from the Faculty Welfare Committee. All regular business was deferred until the regular March 13th meeting. II. B. Farzanegan presented the Faculty Welfare Committee Proposals. First he thanked everyone involved for their help and assistance in putting together these proposals. They are really working draft documents that will hope- fully stimulate some thinking and discussion on Faculty Welfare and Developmental issues. Three Faculty Welfare Development proposals were submitted to the Senate. The first one was a resolution on faculty travel. Resolved, the faculty travel budgets for academic departments and programs be distributed on an equitable basis and admini- stered at the departmental level beginning in the academic year 1986 - 1987. The rationale is to encourage the entire faculty to participate at conferences, present papers, and attend professional meetings. The committee feels a certain portion of the travel budget be distributed at the beginning of the year to the departments and allow the departments to set their own priorities and goals for faculty development and faculty improvement of teaching, research, and so on. As a policy faculty travel should be in the hands of the departments to administer as effectively as possible for their own depart- mental needs and objectives. Dr. Coyne asked for a motion. B. Farzanegan moved the motion. There was a second. Much discussion followed. An argument against the proposal was that an equitable distribution on the basis of the number of individuals just doesn't work out well especially with small departments. Because it encourages people to use the money who necessarily don't need it. It doesn't make it available for those who do. It was also stated that there are other problems that come with it. This proposal was not passed by the senate. The second proposal was concerning release time. Resolved, that the Faculty Senate endorse in concept and encourage the UNCA administration to move toward the adoption of a 9-hour teaching load before 1990 in order to improve scholarship and teaching. Resolved, that the Faculty Senate endorse and encourage the UNCA admiistration to adopt the following policies regarding release time: 1. Policies and resources governing release time be reported to the faculty annually. 2. Faculty members be permitted to apply for release time through policies and procedures developed by the UNCA administration. 3. An appropriate committee of the Senate should be involved in recommending policies and procedures for allocation and distribution of release time. Discussion followed. A motion was made to move this proposal. It was seconded. This proposal was passed by the Senate and became SD # 33. The third proposal was that a Faculty Development Program be developed at UNCA.
