Senate Document #5 Institutional Development Committee Document #1 1985-86 The Institutional Development Committee recommends the following changes to SD 35 (1981-82) on the University Planning Council: 1. Change the composition of the Planning Council Proposed composition 4 Faculty from the Senate (IDC) 2 Faculty elected by the Senate from the Faculty at large 3 Administrators appointed by the Chancellor plus the University Planning Officer 1 Non-voting ex-officio member: the University Librarian Rationale: The current membership of the University Planning Council consists of 6 faculty (all voting members), 3 voting members from the Administration, and 1 ex officio member from Institutional Research. The proposal converts the ex officio member into a voting member, and then, adds the University Librarian as an ex officio member. The proposal is being made so that all 4 major areas of the Administration can have representation: 1) Academic Affairs 2) Student Affairs 3) Financial Affairs 4) University Relations Each of the above areas has a vice-chancellor overseeing the respective area. The request for this change originated with the Chancellor, and was agreed to by the University Planning Council. The Council feels that with adequate administrative representation it can be more effective in evaluating the broad and diverse proposals that it encounters. Note that the role of the IDC (which sits on the Planning Council), insuring that proposals are brought to the Senate if needed, will continue. The Planning Council felt that the University Librarian is an important resource member due to the centrality of the library in a university, and recommends that the Librarian be an ex officio member. The two appoint faculty representatives are now to be elected by the Senate to provide increased elected faculty membership without increasing the Council membership unncessarily. 2. Clarifying to Whom the Planning Council Reports Add to Document #35 on page 2 at the end of the section entitled "On-Going Planning Process" the following statement: The Faculty Senate Executive Commitee will review all Planning Council recommendations, reporting to the Senate and forwarding recommendations from the Planning Council for Senate action as deemed appropriate by the Executive Committee. Amend the sentence of this section which begins "The Council's recommendations ..." to read as follows: The Council's recommendations will then be forwarded to the Executive Committee. Rationale: The Planning Council was conceived as an extension of the Institutional Development Committee of the Faculty Senate which is why all IDC members are on the Planning Council and the Second Vice Chairman of the Faculty chairs the Planning Council. It was always intended that Planning Council should work closely with the Faculty Senate. The procedure outlined here has in fact been the norm and this provision merely formalizes what has been the practice. It is assumed here that the EC will judge for the Faculty which matters are significant enough to require formal Senate review.
