The University of North Carolina at Asheville Faculty Senate Minutes October 20, 1983 The Faculty Senate met in special session at 3:00 p.m. in Library 1 on Thursday, October 20, 1983, with Dr. Jeff Rackham presiding. Members Present: Dr. Betts, Dr. Comer, Dr. Friedenberg (alternate), Dr. Grams, Dr. Howard, Dr. Rackham, Dr. Ruiz, Dr. Shoaf, Dr. Squibb, Dr. Stern, Dr. Walker, Mr. Wengrow, and Dr. Williams. Members Absent: Dr. Farzanegan (excused) and Dr. Greenawalt (excused). Dr. Rackham called the meeting to order. This was a special session of the Faculty Senate in order to elect 3 faculty members to the Search Committee for the UNCA Chancellor. RACKHAM PROVIDED BACKGROUND INFORMATION: President Friday asked the Chairman of the Board of Trustees to form a Search Committee. The chairman of the Search Committee will be Dr. Thomas Arnold. The Faculty Senate is to nominate 3 faculty members to serve on this committee. Arnold suggested that the Search Committee have a woman faculty member. He cannot mandate this but would like serious consideration. Of the various options available to the Chair on how to select the faculty representatives to the committee, Rackham did not feel election by the total faculty was appropriate due to the time constraints of having 3 faculty members elected by 4:00 PM on October 20. The Chair made the decision to have a Faculty Senate election. The previous Search Committee for a Vice Chancellor was handled in the same manner and constituted a precedent. Balloting was by division. Nominations were opened up to the floor. (The Executive Committee did not present a slate.) In order to nominate a person, the nominator should have confirmed or feel confident that the person nominated would serve. After a person is nominated, the Chair indicated he would return to the nominator to express why this person should be considered or what criteria we should look for. This is not a normal parliamentary procedure but can be done. It was decided that election would be handled by a run-off of the top 2 names. Even though election is by division, the faculty members will represent the faculty at-large. DISCUSSION: Dr. Ted Shoaf questioned whether it was required for the Chairman of the Faculty Senate to be the at-large delegate member. The Chair responded that it is not required. It was noted that the position was appointed and not the person. Page 2 The Chair will keep the Faculty Senate advised as the search goes along. One of the first things Arnold will do as Chairman of the Search Committee will be to meet as a whole with the faculty to seek faculty criteria. Dr. Shoaf moved and Stern seconded that the 4th faculty position be considered an at-large position, and that Rackham represent the Humanities. There was discussion on this motion. It was pointed out that the Chair was representing the total faculty and not just a division. The motion was defeated. Dr. Stern commented on the request that a woman be elected to serve. He felt that the 3 positions should be looked at as far as the best teacher and scholar. Grams commented that the faculty members should be selected for their best judgment of people. They should perform well in the job but not necessarily be the brightest scholar or best teacher. Stern commented that UNCA needed an outstanding teacher and scholar in this position, and, therefore, the best teachers and scholars should be elected to choose the Chancellor. Gillum felt the impact of the person on the Search Committee should be looked at. Rackham responded that this is an excellent opportunity to present the Board with a strong image of the faculty. Grams asked if the faculty was going to have the opportunity to hear top contenders. Rackham was not sure how this would be handled at this point. Phil Cranston (visitor) felt long years on the campus and knowledge of the history and development of the university were important criteria. The floor was then opened to nominations. MATH AND SCIENCE NOMINATIONS: Nominated by Wengrow and seconded by Stern was DR. JOHN STEVENS. Nominated by Walker and seconded by Williams was Dr. DEXTER SQUIBB. Wengrow commented that as previous Faculty Senate Chairman, Stevens shares widespread support among faculty members. Wengrow served with him on the general education committee and feels he has a broad perspective on the university and its programs, and he is also a fine scholar and teacher. Walker commented that Squibb met all the qualities that have been suggested as criteria and he has been at UNCA for many years and is also aware of how the institution was developed. Walker said he will be effective in passing along what he knows to the Board. Stevens was elected from the Natural Sciences Division. HUMANITIES NOMINATIONS: Nominated by Stern and seconded by Shoaf was Dr. TED ULDRICKS. Nominated by Comer and seconded by Grams was Dr. DERYL HOWARD. Page 3 Nominated by Grams and seconded by Williams was Mr. ARNOLD WENGROW. Stern commented that Uldricks would be independent in whatever committee work he was to do. He would bring a certain level of professional achievement. Comer commented that Howard's activity on this campus includes a wide range of positions. He would work diligently for the university, and he respected him as a teacher and scholar. Grams commented that Wengrow has a very good sense of where the university has been and of its status as a liberal arts school. She respects his judgment. After a run-off between Uldricks and Howard, Howard was elected from the Humanities Division. SOCIAL SCIENCE NOMINATIONS: Nominated by Stern and seconded by Comer was Dr. GENE RAINEY. Nominated by Williams and seconded by Stern was Dr. VERNA BERGEMANN. Nominated by Grams and seconded by Williams was Dr. PHILLIS BETTS. Nominated by Ruiz and seconded by Wengrow was Dr. TED SEITZ. Stern commented that Rainey's scholarly records were without equal. He trusted his judgment. Williams commented that Bergemann's judgment was excellent. Her years of service provide her with sound judgment. Grams commented that Betts has a clear head for organization and and a clear vision of the university. She has a lot of contact with the community and has a warm reception from the community. She also speaks well. Ruiz commented that Seitz has been at the university a long time and has created a fine intellectual department. Howard also commented that he seconded what Grams said about Betts. He also said Bergemann had a long perspective on the institution. He said Seitz had the strength to draw people out and that Rainey worked well with the community. All four nominees were excellent choices. After a run-off between Rainey and Betts, Betts was elected from the Social Science Division. Dr. Williams moved and Wengrow seconded that a charge be made to the group. The charge was: "The Senate charges the faculty representatives to the Search Committee for the position, Chancellor UNCA, to represent all the faculty as contrasted to their respective divisions.
