The University of North Carolina at Asheville FACULTY SENATE November 4, 1982 The Faculty Senate met at 3:30 p.m. in Library 1 with Dr. John Stevens, Chairman, presiding. Members present: Dr. Browning, Dr. Comer, Dr. Gillum, Dr. Grams, Dr. Howard, Dr. Moseley, Dr. Rackham, Dr. Rainey, Dr. Shoaf (alternate), Dr. Stevens, Dr. Stoughton, Dr.Thurman (alternate) Dr. Williams, and Dr. Wilson. Excused absent: Dr. Bernhardt, Dr. Greenawalt, Dr. Walker, and Mr. Wengrow. Visitors: Verna Bergemann, Jo Cadle, Tom Cochran, Anthony Coyne, and Paul Sweeney. I. Dr. Stevens called the meeting to order at 3:30 p.m. He stated that he will not ask approval of the October 28, 1982, minutes until the next meeting. II. Report of the Executive Committee - There was no report from this committee. III. Dr. Rainey presented the following documents from the Academic Policies Committee for approval: A. APC Document #8 - Department of Management - Course Changes. Dr. Rainey moved to remove this document from the table and to substitute an alternate document. Dr. Moseley seconded. After some discussion, the Senate approved the substitute document. B. APC Document #11 - Counting Education Courses for Elective Credit Toward Graduation. Dr. Rainey moved and Dr. Comer seconded that APC Document #11 be approved. The motion carried. C. APC Document #15 - Catalog Revision by the Department of Political Science. Dr. Rainey moved and Dr. Williams seconded that APC Document #15 be approved. Dr. Rainey asked that the title of Political Science 250 be changed to "The Politics of Bureaucracy." Dr. Browning suggested that under Program B, Part II, the word "departmental" should be added before the word "list." The motion carried and the document as amended was approved. Page 2 D. APC Document #17 - Proposed Minor in Secondary Education Courses. Dr. Rainey moved that APC Document #17 be approved and it was seconded by Dr. Williams. The motion carried. E. APC Document #18 - Catalog Revision in Communications Program. Dr. Rainey moved and seconded by Dr. Grams that APC Document #18 be approved. The motion carried. F. APC Document #20 - Proposed Policy on Academic Eligibility. Dr. Rainey moved and Dr. Williams seconded that APC Document #20 be approved. There was considerable discussion concerning how the GPA is to be computed, whether transfer students' prior GPA should be counted, etc. Dr. Browning moved and Dr. Howard seconded that APC Document #20 be amended as follows with the changes noted in parentheses: Paragrah two, first sentence should read - "After August 15, 1983, students must meet the following cumulative grade point average on hours attempted at (UNC-A) in order to continue study at the University:" Paragraph three, first sentence to read - "A student on Acdemic Probation is not permitted to enroll in more than 12 semester hours during a Fall or Spring Semeser, or for more than (4) semester hours during a summer term, to a maximum of (8) semester hours during the entire Summer Session." Paragraph four, second sentence to read - "Also, a (minimum) grade point average of 2.0 is required on all work attempted at UNC-A in the major department." G. APC Document #21 - Catalog Revisions by the Department of Drama. Dr. Rainey moved that APC Document #21 be approved. Dr. Moseley seconded and the motion carried. H. APC Document #22 - Proposed Policy on Academic Misconduct. Dr. Rainey moved and Dr. Grams seconded that APC Document #22 be approved. After some discussion it was moved by Dr. Moseley and seconded by Dr. Gillum that APC Document #22 be approved with the following change: Section B, Step 5, first sentence to read - "The Appeals Board by a simple majority of those present shall determine the question of fact (based upon the preponderance of evidence). The amendent was approved and the motion as amended carried. Additionally, Dr. Browning requested that Central Administration's legal staff review the entire document to make sure that it is legally correct. IV. Dr. Browning presented the report of the Institutional Development Committee. He stated that he would first like to present Planning Council Documents #2 and #5. A. PC Document #2 - B.F.A. Department of Art. Dr. Browning moved and Dr. Howard seconded that PC Document #2 be approved. The motion carried. B. PC Document #5 - Expanded Graduate Programs at UNC-Asheville. Dr. Browning moved and Dr. Rainey seconded that the Senate endorse this document. Dr. Browning stated that this basically is an administrative arrangement where graduate programs are offered on an extension basis and the funding is based on FTE Page 3 enrolled in the graduate program. Dr. Cochran stated that General Administration had found this approach to be valid in Fayetteville, Elizabeth City, and Winston-Salem. Dr. Cochran read the amended changes to PC Document #5. After a lengthy discussion, the members voted to approve PC Document #5 with amended changes. Dr. Browning stated that in regards to Planning Council Documents #3 and #4 the Council wanted the Senate's advice as to when the University is ready to begin graduate education. With regard to Planning Council Document #1, the Council did not feel that this proposal should be included in the long-range plan at this time. Dr. Browning stated that the issue of whether we needed a degree program in education needs to be resolved after getting advice from the Senate. Noting the time, the meeting adjourned at 5:50 p.m. with the Chairman stating that the next meeting will be held on Thursday, November 18, 1982.
