The University of North Carolina at Asheville FACULTY SENATE April 28, 1982 The Faculty Senate for 1982-83 held its first meeting at 4:00 p.m., Wednesday, April 28, in Library I with Dr. John Stevens, Chairman for 1981-82, presiding. Members present: Mr. Bernhardt, Dr. Browning, Dr. Comer, Dr. Gillum, Dr. Grams, Dr. Greenawalt, Dr. Howard, Dr. Moseley, Dr. Rackham, Dr. Rainey, Dr. Stevens, Dr. Stoughton, Dr. Thurman, Dr. Walker, Mr. Wengrow, Dr. Williams, Dr. Wilson Members absent: Dr. Shoaf Visitors: Dr. Cochran, Mrs. Cadle I. Dr. Stevens announced that the senators should have received a copy of the minutes of the last meeting, April 22, and called for corrections or additions to the minutes. It was noted that in Paragraph IV, Paragraph A, Dr. Remington was not elected to the Grievance Committee but to the Faculty Assembly. After this correction was made, the minutes were approved as published. II. The next order of business was the determination of length of Senate office by lot. Dr. Stevens explained the voting procedure and after drawing lots, the length of term for each senator was established as follows: HUMANITIES SOCIAL SCIENCES Moseley (1 year) Browning (2 years) Rackham (3 years) Rainey (1 year) Walker (2 years) Williams (3 years) NATURAL SCI & MATH MEMBERS-AT-LARGE Comer (3 years) Gillum (2 years) Stevens (1 year) Grams (1 year) Stoughton (2 years) Greenawalt (3 years) Howard (2 years) Wengrow (3 years) Wilson (1 year) Page 2 III. The next order of business was the election of officers. These officers are elected annually for a term of one year and serve on the Executive Committee of the Senate. Election of officers was by secret ballot; a majority of the senators voting are necessary for election. Ballots were passed and Drs. Cochran and Thurman collected and counted the ballots with resulting elections: Chairman - Dr. John Stevens First Vice Chairman - Dr. Gene Rainey Second Vice Chairman - Dr. Shirley Browning Secretary - Dr. Bruce Greenawalt During the voting procedure there was discussion of several general topics. The new Research Council was discussed by the senators in the areas of redefinition of membership and goals. Dr. Grams brought up the issue of books of doubtful quality being acquired by the library. There appears to be split or differing opinions among library staff as to the acquisition of certain books. Dr. Grams expressed her desire that all books acquired should serve the academic program, and that the library need not spend resources on ephemeral titles. Also discussed was a redefinition of what the University's reaction should be to recommendations and suggestions from the Southern Association Committee. Dr. Stevens stated that this is a concern which is appropriate for the Faculty Senate to address. IV. Committee Selection. Ballots were passed on which the senators were instructed to list in order their preference for membership on the three new committees. V. Dr. Greenawalt noted that the money requested for the computer to support the Computer Science program had not yet been secured. He reminded the Chairman that earlier the Senate had determined to review the Computer Science program if funding for the equipment was not secured. He said that at this point hope remained that the next appropriation request would secure funds for the computer but that the Senate should note the situation. Dr. Rainey remarked that the consent decree blocks funds for new programs. Dr. Thurman put forth several questions concerning the recent election of Faculty Senate members. He read and requested the inclusion of the following statement in the record: "Article I of the new Constitution states: 'All full time ranked members (i.e., of the faculty) whose primary responsibility is teaching may vote in faculty elections.' Page 3 Comment #1 Dr. Lang wrote to me that 89 ballots were distributed, 75 ballots were cast, 11 ballots were disqualified, and 64 were counted. Why were the 11 disqualified? Comment #2 Dr. Lang implied in writing that Dr. Dorr had a ballot and Dr. Cochran told me that he cast one. Were their two ballots disqualified among the 11? If not, the election violated the new Constitution." Dr. Wilson stated that he felt it undemoncratic that the ties in the election were settled by drawing lots. Dr. Stevens stated that these procedures were announced in a letter accompanying copies of the new Constitution and that in subsequent years, elections will be carried out differently. Dr. Stoughton expressed his disapproval of the disqualification and recalled how these problems have been solved in the past. Dr. Rainey noted that he has counted ballots in the past and that he feels that there is a need for a structure to monitor the elections more carefully. This, he felt, would eliminate the abrasiveness resulting from this election. Dr. Stevens recommended that the new Secretary, Dr. Greenawalt, study procedures for subsequent elections. Dr. Greenawalt suggested that a written policy in the form of Senate bylaws would be the best approach to this problem. Dr. Stoughton felt that the Constitution should be amended. Dr. Browning believed that the inclusion of voting procedure in depth would be undesirable in the constitution. VI. New Business. Dr. Stevens read from an April 29 memorandum to Dr. Browning from Dr. Dorr concerning establishment of a book collection on Faculty Development, which is quoted below: "I appreciated your suggestion several months ago concerning the development of a reading library on faculty development and curriculum. I apologize for not responding to you concerning it earlier. Being in complete support of the idea, a number of the items you check in the Jossey-Bass Catalog were ordered and recently arrived. For the present, I have placed them in Jeanie Myers' office, Room 217, in the Administrative Building. I have listed the books below. CARNEGIE, MISSIONS FOR THE COLLEGE CURRICULUM CENTRA, DETERMINING FACULTY EFFECTIVENESS DRESSEL, IMPROVING DEGREE PROGRAMS EBLE, THE CRAFT OF TEACHING LEVINE, HANDBOOK OF UNDERGRAD, CURRICULUM MILTON, ON COLLEGE TEACHING RUDOLPH, CURRICULUM WINTER, A NEW CASE FOR THE LIBERAL ARTS" Page 4 VII. The meeting was adjourned at 4:55 p.m. and Dr. Stevens requested that the Executive Committee remain afterwards to conclude completion of the committee selection.
