THE UNIVERSITY OF NORTH CAROLINA AT ASHEVILLE SPECIAL CALLED MEETING OF FACULTY SENATE February 18, 1982 The special called meeting of the Faculty Senate met on Thursday, February 18, 1982 at 3:00 pm in Library I with Dr. Shirley Browning presiding. Members present: Dr. Browning, Dr. Comer, Dr. Dorr, Dr. Grams, Dr. Lang, Dr. Otti, Dr. Rackham, Dr. Rainey, Dr. Remington, Dr. Walker, Dr. McCoy, Dr. Squibb, Dr. Stoughton, and Dr. Wilson Members Absent: Dr. Greenawalt, Dr. Schultz, Dr. Stevens, and Jo Cadle Visitors: Dr. Coyne, Dr. Thurman, Dr. Shoaf I. The minutes of the February 4, 1982 meeting were approved as published. II. Executive Committee - Dr. Browning A. EC Document #6 - Proposed Constitution of the Faculty Senate Dr. Rackham opened the discussion on the powers of the Amended Constitution as compared with the original Constitution by moving that the revised Constitution be adopted in its entirety. Extensive discussion was held relative to proper procedure for amending the Constitution under ARTICLE III, Section 1 and 2. It was decided to follow ARTICLE III, Section 1 of the current Constitution as a basis for dealing with the proposal. A lengthy discussion ensued on the rationale of the separate revisions: 1. It was decided to drop ARTICLE III, Section 2, which concerns enactment of the revised Constitution by a vote of 50 percent plus 1 of the faculty. 2. A written motion from Dr. Walker was presented and passed. This amendment deletes all of ARTICLE II, Section 2, and the first paragraph of Section 3, replacing them as follows: Section 2 The Senate shall be composed of sixteen elected faculty members, the Chancellor of the University, ex officio, and the Vice Chancellor of the University, ex officio, non-voting. The members of the senate shall hold office from April 25 through April 24 of the following year. Elected members hold office for two year terms and are not eligible for re-election for one year following the expiration of their terms. Terms of office shall be phased so that eight members are elected to new terms each year, Page 2 except for the first year of this constitution when all sixteen members shall be newly elected. Section 3 Each year the faculty shall vote for eight senators. Two senators each shall be elected from the broad academic areas - Social Sciences, Natural Sciences, and Humanities - being the two highest vote recipients in each area. Two senators shall be elected at large, being the next two highest vote recipients over all. All elected representatives shall represent the faculty as a whole and not solely the exclusive academic area in which they teach. Length of terms shall be two years each." 3. A written motion from Dr. Hoyer was presented by Dr. Stoughton. This motion proposed the addition of a standing committee, the Committee on Budgetary Matters, to ARTICLE II, Section 5. The motion failed. 4. A motion was made by Dr. Wilson deleting the word "untenured" from Line 8 of ARTICLE I and deleting the next sentence in its entirety. After a general discussion, the motion was voted upon and failed. 5. A motion was made by Dr. Wilson to amend ARTICLE I, Paragraph 1, Line 5, to read as follows: "All full-time ranked members whose primary responsibility is teaching may vote in faculty elections." This motion passed. Dr. Comer moved that the amended Constitution be tabled. This motion passed. B. Document #33 Distinguished Teachers Award Dr. Rackham moved to accept this document. Dr. Comer seconded. A vote was taken and the motion passed. C. Dr. Browning reported the Executive Committee's position in reference to resignation by tenured faculty from elected committees. III. Dr. Browning called for further business; and, in its absence, the meeting was adjourned at 6:00 pm. The next regular meeting of the Faculty Senate will convene at 3:00 pm Thursday, March 4, 1982.
