THE UNIVERSITY OF NORTH CAROLINA AT ASHEVILLE Faculty Senate Minutes February 15, 1980 The Faculty Senate met on Friday, February 15, 1980, at 3:15 pm in RL1, with Dr. Richard Reed, Chairman, presiding. Members present: Dr. Braggio, Dr. Coyne, Dr. Friedenberg, Dr. Hart, Dr. Howard, Dr. Johnston, Dr. Otti, Dr. Perry, Dr. R. Reed, Dr. Reynolds, Dr. Seitz, Dr. Stevens, Dr. Sulock, Mr. Wengrow. Visitors: Dr. Bergemann, Mrs. Cadle, Dr. Cochran, Dr. A. Reed. The minutes of the January 18 Senate meeting were approved as published. Dr. Reed reported that he had received copies of Senate minutes from Appalachian State University. ASU has done an extensive study of the state retirement system, fringe benefits, etc. He asked that the Faculty Welfare Committee look into this matter. Faculty Welfare Committee - Dr. Otti, Chairman Dr. Otti reported that the FWC was in the midst of several studies. One in particular concerns summer school, how salaries are determined, the possibility of increases, how the program is funded, etc. She said she would be meeting with Mr. Pott within the next week to discuss this matter and to get a better feel as to how the program was funded. She said FWC was still looking into the annuity plans. Institutional Development Committee - Dr. Remington, Chairman Dr. Johnston reported in the absence of Dr. Remington. He distributed a memo listing the activities of IDC since the last Senate meeting as follows: 1. Completed consultation with the Vice Chancellor on "initial appointments" for the 1980-81 year. This amounted to considering reappointments of non-tenure track faculty whose contract expires this year. 2. Considered the question of adopting a new form and/or schedule for publishing the catalog. The committee recommends the following action to the Senate: "A task force committee be appointed and charged with the resonsibility of revising the catalog format, and of recommending a schedule for publishing the catalog (i.e., one year or 2 year frequency). The membership of the task force committee is to be Merritt Moseley (as editor), Bob Detjen, Anthony Coyne, Bob Williams, Jim Blackburn, Dean Hines, Jo Cadle and Jackie Peterson. The committee will attempt to complete its revision in time for the next publication of the catalog." Page 2 3. The Committee has undertaken a study of whether or not the statistical tabulation of the grades earned, over the campus, shows any evidence of grade inflation. This study is continuing. 4. The Committee has conferred with Dr. Dorr on the planning for the self-study for the Southern Association Accreditation. We expect to select a steering committee that can start the planning process. There was discussion. Dr. Reed said that with regard to the Catalog Committee, committees can only be appointed by the Vice Chancellor for Academic Affairs in consultation with the Executive Committee. Therefore, item #2 will only be considered as a recommendation. With regard to item #4, Dr. Reed said a faculty member would have to be selected as editor for the SAC study and that he felt this person should be given released time. A lot of the work which has been done over the past year for long-range planning will be useful in the SACS study. Academic Policies Committee - Dr. Hart, Chairman Dr. Hart said the first item of concern from APC dealt with APC Document #11 (Senate Document #14) which was adopted by the Senate on December 12, 1979. He moved that APC Document #11 be brought back to the floor for discussion. The motion passed unanimously. Dr. Hart pointed out that the descriptions for Music 111, Chorus, and 112, Concert Band, stated that the courses may be taken for 8 hours of elective credit but that only 4 of those hours could be counted toward the 120 hours required for graduation. The APC has reviewed the rationale for this and it was felt that students should be allowed graduation credit for 8 hours instead of 4. He moved that the last sentence in the course descriptions for Music 111 and 112 which reads as follows be deleted: "However, only 4 hours may be counted toward the 120 hours required for graduation." The motion passed unanimously. The following documents were adopted by the Senate: APC Document #17 - revisions from the Department of Biology brought about by the change to the semester system. APC Document #18 - revisions from the Department of Education brought about by the change to the semester system and recommendations from the State Department of Public Instruction and the Teacher Education Review Program (TERP). Page 3 APC Document #19 - HEGIS Code deletions. These are currently authorized programs which are on longer offered. Central administration has to give us the authority to delete programs as well as to offer programs and this will bring the HEGIS Code into argeement with the programs which we now offer.
