IDC 5:                Institutional Development Committee

Proposal to Modify the Composition of IEC

(Revision of SD 4301S)

Rationale

In the spring of 2001 IDC recommended and the Senate approved changes in the structure of the Institutional Effectiveness Committee (IEC) to reduce IEC's size and to clarify the advisory nature of the Committee's work (SD 4301S {http://www.unca.edu/facultysenate/y0001/SD4301S.htm}, Approved 5/3/01). Within the revised structure the member appointed to IEC from the Senate's Institutional Development Committee was designated chair. Upon reflection it is apparent that assigning the duties of chair to this position creates the possibility, if not the probability, that the chair of IEC would 1) be someone who has never prepared an effectiveness report and has no working knowledge of UNCA's Institutional Effectiveness program; and 2) would change frequently, even annually. Given the complex and technical nature of the institutional effectiveness process this could spell eventual disaster for the program. Accordingly, upon the recommendation of IEC the Institutional Development Committee proposes that the Director of Institutional Research be designated as chair of IEC.

Two additional changes to the Faculty Handbook description of IEC are recommended:

1. Under "Membership," Section 10.2.2.3.1 of the Faculty Handbook refers parenthetically to the VC for Public Partnerships no longer existing. This was relevant to the change proposed by SD4301S but not for continued reference in the Handbook.

2. The "Rationale" section of SD4301S described the smaller Institutional Effectiveness Committee as being ". . . composed of members directly involved with the effectiveness process in their Vice Chancellor area . . .." Though considered significant to the success of IEC this language did not migrate to the Handbook description under 10.2.2.3.1.

Changes to the Faculty Handbook

Section 10.2.2.3.1, under "Membership"

Delete: "(VC for Public Partnerships no longer exists.)."

Add: "(Chair)" following "* Director of Institutional Research"

Delete: "(Chair)" following "* One member of the Faculty Senate Institutional Development Committee"

Section 10.2.2.3.1, under "Membership Terms"

Add: "and should be directly involved with the effectiveness process in their Vice Chancellor area" following "The Director of Institutional Research is a permanent member. Administrative representatives are appointed for staggered three-year terms"

IEC Charge and Description from Current Faculty Handbook with Changes

10.2.2.3.1 Institutional Effectiveness Committee (revised by SD4301S)

The Institutional Effectiveness Committee serves as an advisory group for UNCA's Institutional Effectiveness process.

Duties

* The periodic review and, if necessary, revision of the Institutional Effectiveness process, procedures and reporting format.

* Providing advisory services on assessment and planning to any administrative or academic unit.

* Providing a forum for the sharing of assessment techniques and practices.

* Providing assessment information, as appropriate, to the University Planning Council for its use in reviewing institutional-level goals.

* Raising campus consciousness about the importance of assessment.

Though the department self-study process has been replaced with the Departmental Effectiveness reports, departments that wish to conduct a comprehensive self-study, make major changes in curriculum or organization, and use external consultants, can conduct these activities on a voluntary basis. IEC may recommend to UPC that a department conduct a comprehensive self-study.

Membership
The committee will be composed of six members, one of whom will be permanent based upon his/her regular duties and connection to assessment efforts. (VC for Public Partnerships no longer exists.)

The members are as follows:

* Director of Institutional Research (Chair)

* Administrative representative appointed by Vice Chancellor for Academic Affairs

* Administrative representative appointed by Vice Chancellor for Administration and Financial Affairs

* Administrative representative appointed by Vice Chancellor for Student Affairs

* Administrative representative appointed by Vice Chancellor for University Relations

* One member of the Faculty Senate Institutional Development Committee (Chair)

Membership Terms
The Director of Institutional Research is a permanent member. Administrative representatives are appointed for staggered three-year terms and should be directly involved with the effectiveness process in their Vice Chancellor area. The Faculty Senate member is appointed annually by the Institutional Development Committee.
